Biggest Break For Gerakan In East Malaysia

KOTA KINABALU, May 5 (Bernama) -- Deputy Chief Minister Datuk Raymond Tan will join Gerakan, a peninsula-based party, after being partyless for almost nine months.

Gerakan national chairman Tan Sri Koh Tsu Koon made the announcement minutes before Prime Minister Datuk Seri Najib Tun Razak's arrival for the meet-the-people session at Padang Merdeka here, Tuesday.

Former Sabah Progressive Party (SAPP) Youth chief and state assemblyman for Elopura Au Kam Wah also made a similar commitment.

Dr Koh thanked Tan and Au for choosing Gerakan as the political platform to continue their struggle with the Barisan Nasional (BN) and said that both would hand over their application forms to Gerakan soon.

"We welcome their commitment to join Gerakan. Raymond and Au have been my friends and Gerakan's friends for over 15 years and have jointly struggled for Sabahans and Malaysians in general within the BN," he said.

He said their decision was apt and understandable as Gerakan was a multiracial party and its door was always open to Malaysians.

He said Najib, as BN chairman, and Sabah Chief Minister Datuk Seri Musa Aman had been informed of Tan and Au's decision and had given their blessing.

Asked whether Tan, former deputy president of SAPP, would be given a post in Gerakan, Dr Koh said that he would make the announcement at the appropriate time.

Speaking to reporters later, Tan said: "I have chosen Gerakan because Gerakan is a safe home and it is the home that I have been looking for".

"I didn't do it just because I picked what I like. I think it's more of what the grassroots want. It doesn't matter what happens to me. What is important is the people who have been with me and I told that I would find them a home.

"It's not easy because we have to talk to so many component party leaders and all of them are very supportive of me. I think this is the time that I have to make a decision and Tan Sri (Koh Tsu Koon) is no stranger to us for many years," he said.

Asked on the call for him to relinquish his deputy chief minister's post, he said: "These people who make statements against me or who are angry with me will probably continue to do but it doesn't matter. I understand their feelings but it's more important that they understand me".

Tan, who is also state Infrastructure Development minister, became partyless after SAPP left the BN coalition on Sept 17 last year.

Prior to this, several parties had called on Tan to quit his posts as deputy chief minister and Infrastructure Development minister.

Even Umno leaders like Kalabakan MP Datuk Abdul Ghapur Salleh had hinted that the BN had never agreed to have independent BN supporters.

At the same time, the option of forming a new party raised objections from the same component parties who were not in favour of Tan being retained in the cabinet, leaving him with very few political options.

'Too early' to say flu virus mild

It is too early to assume the swine flu outbreak is a mild infection just because no-one in the UK has died, England's chief medical officer says.

Sir Liam Donaldson warned against complacency because flu viruses could change character "very rapidly".

A new case of the H1N1 virus in England has taken the confirmed UK total to 28, the Department of Health said.

Leaflets suggesting ways people can treat and prevent catching swine flu have begun dropping through doors.

Sir Liam, who updated the government's weekly cabinet meeting on the flu situation, told BBC News: "We may see an apparent peak in the incidents over the next month or so, but that doesn't mean it's gone away.

"It could be that we'll see a resurgence of the virus in the autumn and winter when the normal flu season starts.

"We must not be complacent. We know that flu viruses can change their character very rapidly as they move through populations."

He added: "These next few months are vitally important in understanding what sort of virus we're dealing with."

The latest case of swine flu, confirmed on Tuesday, was in an adult from the Slough area of Berkshire, the South Central Strategic Health Authority said.

'Quarantine rooms'

The individual, who is associated with travel to Mexico, is responding well to antiviral drugs, the authority added.

It brings the overall totals to 24 in England and four in Scotland.

Meanwhile Department of Health leaflets, stressing the importance of good hygiene, are being delivered across the UK.

A spokesman said: "It is right that we are preparing for the possibility of a global pandemic.

"The UK's arrangements are continuing to ensure that we are well-placed to deal with this new infection."

Five UK schools hit by the virus have begun rescheduling GCSEs and A-levels as the summer exam season begins.

Three of the schools are in London, with one in Devon and one in South Gloucestershire. Four are secondary schools.

The latest to be hit by the virus is Alleyn's School in Dulwich, London, where five year-seven pupils were diagnosed on Monday.

A sixth pupil from the independent school, who visited the US during the Easter holidays, had already been diagnosed with the virus.

The school said it was rescheduling A-level exams in art, biology and foreign languages for next week.

In a statement it said: "In line with procedure, the school will be writing to the examination boards who are always sympathetic to students in these circumstances."

Nine out of 10 of the parents had now collected the Tamiflu anti-viral medication offered by the Health Protection Agency, the school added.

More than 1,200 private schools have been given legal advice by the Independent Schools Council, which suggests setting up "quarantine rooms" for pupils suspected of having the virus.

It also says schools should provide a policy on what to do in case of a pandemic.

Governors at Dolphin School in Battersea, London, closed its doors as a precaution after it emerged that two pupils - siblings of pupils at Alleyn's - had been confirmed with the virus.

Swine flu has already closed South Hampstead High School in north west London, Downend in South Gloucestershire and Paignton Community and Sports College in Devon.

Around 300 other people in the UK are currently awaiting the results of tests to determine whether they have the virus.

Members of the public can call 0800 1513513 for recorded information about swine flu. The number for NHS 24 in Scotland is 08454 24 24 24.

Mexico gets some bustle back after flu shutdown

MEXICO CITY – Mexico began a cautious return to normal Tuesday, the government canceling Cinco de Mayo celebrations as traffic picked up in the capital and cafes reopened following a five-day shutdown to contain swine flu.

The canceled events included the largest one — a re-enactment of the May 5, 1862, victory over French troops in the central state of Puebla. And health experts warned that Mexico and the rest of the world needed to remain on guard against the virus.

Saying the outbreak is waning in Mexico, the epicenter of an illness that has sickened hundreds around the world, President Felipe Calderon announced it was nearly time to reopen businesses. Universities and high schools will open their doors Thursday, and younger schoolchildren are to report back to school May 11.

"The school schedule will resume with the guarantee that our educational institutions are in adequate hygienic condition," Calderon said. He urged parents to join educators in a "collective" cleansing and inspection of schools nationwide.

"This is about going back to normalcy, but with everyone taking better care," Calderon said.

Already more vehicles prowled the streets of the capital Monday than over the weekend, and fewer people wore surgical masks. Some cafes even reopened ahead of time.

Health Secretary Jose Cordova said infections were trending downward after Mexico's 27 deaths, including a Mexican toddler who died in Texas. He said those infected appeared to pass the virus on to an average of 1.4 other people, near the normal flu rate of around 1.3.

Cordova said soccer stadiums and concert halls could reopen — but only if fans were kept 2 meters, about 6 1/2 feet, apart.

However, world health officials stressed that the global spread of swine flu was still in its early stages and a pandemic could be declared in the days to come. Experts inside Mexico's swine flu crisis center warned that the virus remained active throughout Mexico and could bounce back once millions return to work and school.

"It's clear that it's just about everywhere in Mexico," Marc-Alain Widdowson, a medical epidemiologist from the U.S. Centers for Disease Control and Prevention, told The Associated Press.

The World Health Organization said it was starting to ship 2.4 million treatments of antiflu drugs to the 72 countries "most in need" on Tuesday.

The agency declined to name the countries, but said they included Mexico, which has been hardest hit by the outbreak. Other countries included those that have been unable to afford building stockpiles of the drugs.

Scientists said the virus is spreading in the U.S. and that chances of severe cases could rise there as well, even as a New York City school reopened after the swine flu hit following a spring break trip by some students to Mexico.

"We are by no means out of the woods," said Dr. Richard Besser, acting director of the CDC.

As of Monday, Mexico had 802 confirmed cases, and U.S. cases grew to at least 380 in 36 states. Globally, the virus had infected more than 1,447 people in 20 countries, according to the World Health Organization and other health bodies. South Korea, Italy and Germany all reported new cases Tuesday. Experts said the known cases were almost certainly only a fraction of the real total.

The latest figures from Mexico suggest the virus may be less lethal and infectious than originally feared. Only 38 percent of suspected cases have turned out to be swine flu, and no new deaths have been reported since April 29. But Cordova acknowledged that about 100 early deaths in which swine flu was suspected may never be confirmed because mucous or tissue samples were not collected.

WHO was studying whether to raise the pandemic alert to 6, its highest level, which would mean a global outbreak had begun. WHO uses the term pandemic to refer only to geographic spread and not to the severity of an illness. The two most recent pandemics — in 1957 and 1968 — were relatively mild.

"We do not know how long we will have until we move to Phase 6," WHO Director-General Margaret Chan said. "We are not there yet. The criteria will be met when we see in another region outside North America, showing very clear evidence of community-level transmission."

The Southern Hemisphere is particularly at risk. While Africa still hasn't reported any swine flu infections and New Zealand is the only country south of the equator with confirmed cases, winter is only weeks away. Experts worry that typical winter flus could combine with swine flu, creating a new strain that is more contagious or dangerous.

"You have this risk of an additional virus that could essentially cause two outbreaks at once," Dr. Jon Andrus said at the Pan American Health Organization's headquarters in Washington.

Still, the U.N. health agency urged governments to avoid unproven actions to contain the disease, including group quarantines of travelers from Mexico and bans on pork imports.

China, Argentina and Cuba are among the nations banning regular flights to and from Mexico, marooning passengers at both ends. Mexico and China both sent chartered flights to each other's countries to collect their citizens, with the chartered Mexican plane hopscotching China Tuesday to retrieve stranded residents. Argentina also chartered a flight to bring Argentines home.

In a televised message to the country late Monday, Calderon had harsh words for countries that he said are treating Mexicans unfairly. "Stop taking actions that only hurt Mexico and don't contribute to avoid the transmission of the disease."

Chinese authorities quarantined Mexicans and other passengers who came in close contact with them, even those who didn't show symptoms.

China changed its visa rules for U.S. citizens. The Web site for the Chinese embassy and its consulates in the U.S said all visa applications would now require six business days to process, with express and rush services for visa applications suspended until further notice.

The new regulation, which became effective Monday, appears to apply to all Chinese visas, including tourist and business categories.

The American Embassy in Beijing said Tuesday that four U.S. citizens were quarantined in China. Embassy spokeswoman Susan Stevenson said two of the Americans were in Beijing and the other pair were in the southern province of Guangdong. She said two of them were released.

In Tokyo, 37 passengers and two flight attendants on a flight from Los Angeles were detained in a hotel after Japanese officials suspected one traveler of having swine flu. They were released about 10 hours later when the passenger, a Japanese woman coming back from Las Vegas, tested negative for swine flu, American Airlines spokesman Tim Smith said.

About 200 passengers who flew from the United Kingdom to Brunei were under quarantine in a Brunei hospital over swine flu fears Tuesday after three of them showed fever symptoms, an official said Tuesday.

Microsoft's Windows 7 RC Released to Public

Though it's been available for a week to subscribers of Microsoft's TechNet and MSDN programs, on Tuesday Microsoft made Windows 7 Release Candidate (RC) available for download to the general public. Users can head to Microsoft's Windows 7 page for a trial copy.

The Windows 7 RC will be available in English, French, German, Japanese, and Spanish in both 32-bit and 64-bit versions. But only the Ultimate version of the OS is available for download, so the features and performance of the Starter, Home Premium, and Professional editions remain to be seen.

RC testers will be required to register, and will be given a product key for the period of evaluation. The RC evaluation software will expire in March 2010, with Windows Genuine Advantage kicking in to shut down the PC every 2 hours. A "This copy of Windows is not genuine" message will also be displayed. The same events will happen for users of the Windows 7 beta in July 2009. Microsoft has committed to issuing the final release to manufacturing (RTM) of Windows 7 within three years of Vista's release, meaning it should arrive by the end of January 2010.

The Windows team urges testers not to upgrade directly from the beta of Windows 7, as the company wants to focus on the upgrade path from Vista and clean installs instead. There is a workaround, but that's more cumbersome than the clean install option.

The RC version is intended to harden and optimize features added and enhanced during the beta phase. For PCMag.com's take on what's new in the RC versus the beta, see our Hands-On with Windows 7 RC. Major differences include quicker, sleeker installation as well as more themes, a trimmed-down Control Panel, new networking drivers, and an updated version of Internet Explorer 8. New capabilities in the included Media Center have also been added.

A Windows XP emulation mode also debuts in this RC version, and PCMag has produced a detailed hands-on with this mode, which uses a new virtual machine into which users can install legacy applications.

For more information on the upcoming operating system, see our Windows 7 landing page; to find out how to download the RC for yourself, visit Microsoft's Microsoft's Windows 7 page.
